Mathew K. Isaac, Ph.D.
Executive Director - Economic Development and Corporate Training
As the district director, Dr. Isaac provides leadership for the administration, development, marketing, management, and delivery of corporate training, professional development and economic development programs and services offered by the SBCCD through the Professional Development Center. He also supervises the regional Center of Excellence that provides performance consulting and economic development services for the 11 community colleges in Region 9. Before joining the PDC, Dr. Isaac held the position of director of the Institute for Training and Development at Valley College and served as a faculty member, department head, and divisional director at the University of Toledo. He received an M.A. from Christ Church College and M.A., M.A. Ed., and Ph.D. degrees from the University of Toledo, Ohio.
Albert R. Maniaol, BSEE/MBA
Director of Applied Technologies Training
Albert R. Maniaol is the Director of Applied Technologies Training at the Donald F. Averill Applied Technology Training Center, a division of the Economic Development and Corporate Training of the San Bernardino Community College District. He has over 15 years of experience as an educator and school administrator who served in the capacity of a Professor, Program Chair, Associate Dean and Dean of Academic Affairs. He holds a Bachelor of Science degree in Electrical Engineering and a Master of Business Administration in Information Technology from the University of La Verne.
Jamail D. Carter, Ph.D.
Assistant Director Applied Technologies Training
Dr. Jamail D. Carter is the Assistant Director, Applied Technologies Training at the Donald F. Averill Applied Technology Training Center (ATTC), an arm of the Economic Development and Corporate Training Division of the San Bernardino Community College District.
Dr. Carter has a track record of successes and wealth of experience that he can pull from in helping your business and organization go to the next level. He is accomplished professionally, socially in the community, and in the world of academia. He has worked in the profit, public, and not-for-profit sectors.
Dr. Carter has extensive experience dealing in the worlds of entertainment/media, biotech/pharmaceuticals, sales/marketing and in not-for-profit religious organizations. He has served organizations in roles such as: Board Member, Committee Co-Chairman, Financial Advisory Committee Member, Account Executive, Territory Managers, National Advisory Committee Member, Adjunct Professor, Marketing Advisory Panel Member, District Sales Manager, Consultant, Instructional Designer, and Advertising Representative. Dr. Carter has in depth experience working in diverse cross-functional and cross-cultural teams. Functional areas in which Dr. Carter has worked included: Marketing, Development, Sales, Planning, Programming, and Instruction.
Dr. Carter holds an earned Doctor of Philosophy (Ph.D.) and an earned Masters of Science in Industrial Organizational Psychology from the Marshall Goldsmith School of Management at Alliant International University in Los Angeles, CA. He holds an earned Masters of Business of Administration (MBA) from the University of La Verne in La Verne, CA. His Undergraduate degree is from California State University, Long Beach (CSULB) where he graduated Cum Laude with a major in Film and Electronic Arts and a minor in English.

Administrative Secretary
Ms. Bender provides administrative secretarial support for the Professional Development Center. She has worked within the educational system for over 25 years. She has completed various courses in office management and customer service.

Ms. Sysawang provides clerical and registration support services for the short-term professional development programs offered at the PDC.
